Medicare Announces Plan to Accept HIPAA Non-Compliant Electronic Transactions After October 16 Compliance Deadline
The Centers for Medicare & Medicaid Services (CMS) will implement a contingency plan to accept noncompliant electronic transactions after the October 16, 2003 compliance deadline. This plan
will ensure continued processing of claims from thousands of providers who will not be able to meet the deadline and otherwise would have had their Medicare claims rejected.

- DHHS OCR Issues New Guidance On HIPAA Privacy Rule
On December 4, the Department of Health and Human Services (DHHS) Office for Civil Rights (OCR) issued additional guidance on the HIPAA Privacy Rule as modified August 14, 2002. The guidance is broken into fourteen sections, which discuss various key aspects of the Rule, including incidental uses and disclosures, the minimum necessary standard, business associates, marketing, and research. In the document, OCR also provides new guidance on disclosures for public health activities and disclosures for workers' compensation purposes. Each section includes background information and a discussion of how the Rule works, followed by a list of frequently asked questions regarding the particular segment of the Rule.
