Dear Sens. Boozman, Warnock, Collins, and Schumer, and Reps. Sewell and Fitzpatrick:

On behalf of the Graduate Medical Education (GME) Advocacy Coalition, the undersigned organizations offer our enthusiastic support for the Resident Physician Shortage Reduction Act of 2025 (S. 2439/ H.R. 4731). This bipartisan legislation is crucial to expanding the physician workforce and ensuring that patients across the country are able to access quality care from health providers.


As demand for health care services continues to rise, projections show a physician shortage of up to 86,000 primary care and specialty doctors by 2036.1 To meet this growing need, America’s medical schools, teaching hospitals, and physicians are making significant investments in
training the next generation of providers and advancing innovative care delivery models. These efforts are improving efficiency and expanding access, but they alone are not enough. Without expanding the pipeline of physicians, workforce shortages and access barriers will remain.

It is vital that Congress continue to build on recent bipartisan progress to invest in physician training, including the creation of 1,200 new Medicare-supported GME positions since 2021, the first increase in nearly three decades. The Resident Physician Shortage Reduction Act of 2025 builds on this momentum by adding 2,000 Medicare-supported GME slots annually over seven years, for a total of 14,000 new positions. Importantly, the bill ensures that a portion of these new positions will be directed to hospitals that serve high-need communities including: rural hospitals, hospitals serving health professional shortage areas with a priority to those affiliated with Historically Black Medical Schools, hospitals in states with new medical schools or campuses, and hospitals training above their existing resident caps.

We look forward to working together to support the training of future physicians and to secure additional support for the passage of this important legislation.
